The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with 191-member National Societies. The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) is organized into five Regional Offices, one of which is the Americas. The Americas Regional Office supports National Societies in raising humanitarian and development standards, helping them to remain relevant within their country, and sustainable and transparent with their actions, guided by the implementation of Strategy 2030. The Venezuela Delegation Country Office is responsible for ensuring the provision of technical support services to its membership, its representative activities and operational oversight, while promoting membership adherence to strategies, policies and agreements that maintain and sustain the image and integrity of the Federation and the Movement. This requires that effective coordination mechanisms be established in all phases of the program management cycle, including information management and external relations coordination. The Program and Operations Coordinator requires a strategic and operational approach to facilitate the development of long-term technical excellence and capacity building, including participatory approaches in rural and urban areas, as well as for the National Society served by the Delegation and its RC/RC partners. Job Purpose At the operational level, this position is required to support a technical standard setting, integrated strategic planning, monitoring and evaluation approach within both a Movement Coordination Framework and within a shifting external political and donor stakeholder environment geared to more effectively advocate for and provide services to beneficiaries, engage in short- and long-term planning. The Programs and Operations, Coordinator is responsible to ensure implementation of technical program quality. He/she is responsible to oversee the implementation of the Development Operational Plans for Venezuela ensuring assessments and updates as needed in the fluid context. He/she is accountable, under the direction and guidance of the Head of Country Office for supporting and assisting the National Society in utilizing Movement resources in the most effective and efficient way and that the humanitarian intervention is coherent within a common framework. Job Duties and Responsibilities Strategic Relationships Lead the development of technical partnerships with the NS, technical government agency and technical inter-agency cluster working groups, Movement partners and the international and local private sector. Develop new opportunities for resource development with multilateral and bilateral donors and the private sector including overseeing proposal writing. Programs and Operations Lead IFRC support to Ns in strengthening its service delivery systems, designing, and delivering program and contributing to the Strategic Aims of Strategy 2030 and IFRC operational plans and budgets. Promote integrated programming approach, linking DRM with Health and Care, Shelter, Migration, Food Security & Livelihoods and National Society Development. Ensure that evaluations carried out are timely, relevant, effective, and implemented to the best international practice of shared learning and accountability and 'lessons learned' are incorporated in future programming. Foster a greater willingness to engage in collective advocacy amongst National Society and Secretariat programs. Support the NS in the design of Disaster Response Plans, and Action Plans for the activation of IFRC Emergency funds and other external funds. Provide support to the NS in the review of the corresponding Emergency Operations reports ensuring the application of IFRC standards. Ensure the application of the financial and administrative procedures established by the IFRC for Emergency Operations. Alert the Head of Delegation on any situation that may jeopardize the integrity of the organization related to the execution of emergency funds. Strategic and priority setting support to NSs In coordination with NSD encourage the revision, actualization, and alignment of National Societies' strategies so that they are in line with the IFRC regional and global priorities. Ensure establishment technical coordination spaces to review the pillars of the VRC Strategic National Plan and to reflect the needs at the operational level at the national and regional context. Lead on strategic guidance to the Country Delegation jointly with the NS in the identification of resources and technical expertise needed to support the identified priorities the quality of their interventions and work in the national context. Responsible for identifying risks within their work area, monitoring the development of the risks, and implementing risk responses or escalating to the Head of Country Delegation when necessary.
